The Unlicensed count shown on the Kamma Suite Dashboard page for each licence type includes:

Properties in Breach — properties that Kamma has determined require a licence but do not currently have one recorded, or where the licence is expired or invalid (e.g. if more than the maximum number of allowed occupants are living there)

The unlicensed count is given for each type of licence: mandatory, additional, selective.
