View Article 4 direction information for a property

Check whether a property falls within an Article 4 direction area and understand what this means for HMO licensing in Kamma Suite

Before you start

The Planning Considerations section is available on the Pro tier and is not enabled by default. Contact your Customer Success Manager or email [email protected] to have it switched on for your account.

Steps

Step 1: Open the property page

Navigate to the property you want to check.

  • Click Portfolio in the left-hand navigation.

  • Find the property using search or filters, then click its address to open the individual property page.

Step 2: Find the Planning Considerations section

The Planning Considerations section appears on the individual property page, below the licensing information.

  • Scroll down the property page until you see the Planning Considerations heading.

  • The section shows whether an Article 4 direction applies to the property's address.

Step 3: Interpret the Article 4 information

The section will show one of two states:

  • Article 4 direction in place — The property falls within an area where permitted development rights for HMO conversion have been removed. The landlord must obtain planning permission before converting the property into an HMO.

  • No Article 4 direction — The property is not within a designated Article 4 area. Permitted development rights for HMO conversion are not restricted by a planning direction at this address.

Important notes

  • Planning information only — An Article 4 direction is a planning restriction, not a licensing requirement. It does not affect the property's compliance status in Kamma or whether a property licence is needed. Check the licensing section of the property page for compliance information.

  • Pro tier feature — The Planning Considerations section is only available to accounts on the Pro tier with the feature enabled. If you do not see this section, contact your Customer Success Manager or [email protected].

Common questions

Does an Article 4 direction mean a property needs a licence?
Not necessarily. Article 4 directions affect planning permission requirements — they are separate from property licensing. A property in an Article 4 area may or may not need a licence depending on how it is occupied and which licensing schemes apply locally. Check the licensing section of the property page for the licence determination.
